Drugs & Alcohol

The Board of Flowfront Limited is committed to ensuring that all employees undertake their duties free from the effects of drugs or alcohol.  It is Flowfront’s policy that no employee or contractor undertaking work on Network Rail controlled infrastructure, in a post requiring personal track safety certification or designated as a safety critical work post, shall:

• report or endeavor to report for work having just consumed alcohol (or under the influence or alcohol) or being under influence of drugs.
• report for work in an unfit state due to the use of alcohol or drugs.
• be in possession of drugs of abuse in the workplace.
• consume alcohol or drugs whilst at work.
• buy or sell drugs or alcohol in the workplace.

For the purpose of this policy drugs are defined as a “controlled drug” as defined by the Misuse of Drugs Act 1971 and its subsequent modification orders, and other substances that could affect a person’s ability to carry our their duties safely.  This includes medication whether administered or provided by a medical practitioner or dentist, prescribed or purchased over the counter.

• employees bay be screened for drugs and alcohol before being employed under a contract of employment, transferred or promoted to posts requiring personal track safety certificate or designated as safety critical work post.

• at least 5% of the workforce in posts requiring personal track safety certification or designated as safety critical work posts are randomly tested each year, as confirmed annually to Network Rail with details of any personnel who fail to pass the test.

• site supervisors who consider an employee of contractor to be unfit to carry out their duties or to be impaired from carrying out their duties because of the use and/or abuse of alcohol, do not permit that employee to start or continue working without the employee being required to take an appropriate alcohol or drugs test and only permit the employee to resume their duties if the test results are negative.

• an individual will not be compliant with this drugs and alcohol policy if he/she:-

 has 30 milligrams or more alcohol per 100millilitres in his/her blood or the equivalent in urine or breath.
 tests positive for drugs.

• an employee or contractor who is not fit or is impaired by alcohol or drugs is escorted from the site and not allowed to return, and, in the case of a contractor (e.g. RRV driver), Flowfront advised the supplier, as a matter of urgency, of the circumstances and the action taken.

• individuals found not to comply with the drugs and alcohol policy are removed from railway contracts and company disciplinary procedures are implemented in accordance with contracts of employment.
